Dehradun. On Saturday, Chief Minister Pushkar Singh Dhami authorized a direct‑benefit transfer of ₹18.49 crore into the bank accounts of 10,709 eligible construction labourers under the Uttarakhand Building and Other Construction Workers Welfare Board’s schemes.
Speaking from his residence, Dhami highlighted the pivotal role of construction workers in the state’s growth. He instructed officials to guarantee that beneficiaries and their dependents receive timely access to education, healthcare, nutrition and social‑security programmes, with full transparency.
The chief minister also emphasised immediate medical attention for workers diagnosed with illnesses during routine health checks. He called for close coordination between the Labour and Health departments so that affected individuals are promptly referred to appropriate treatment facilities.
With the festive period looming, Dhami urged all departments to amplify public‑welfare initiatives, focusing on children’s education, family nutrition, women’s health and workplace medical services.
The latest DBT disbursement includes 95 maternity assistance beneficiaries, 177 post‑mortem support recipients, 2,354 daughters receiving marriage aid, and 8,083 education‑assistance beneficiaries.
Officials also updated the chief minister on the integrated welfare model for construction workers and their families. To date, the distribution has reached 33,429 educational kits, 26,674 hygiene kits and 23,216 nutrition kits, totalling 83,319 kits delivered.
Under the Shramik Health Scheme, 20,527 health screenings and 232,281 diagnostic tests have been conducted. Dhami expressed satisfaction, noting that early detection has helped identify serious conditions at an initial stage.
LCCMS Records a 47.21% Surge in Cess Collection
The session also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The digital platform, honoured with the SKOCH Gold Award for e‑Governance in 2025, has been highlighted in the Government of India’s Best Practices Compendium.
To date, 21,200 establishments have registered online, driving a 47.21% increase in cess collection. Officials presented LCCMS as a replicable model for digital governance across the country.
Representatives from the national Building and Other Construction Workers conference in Mumbai praised the Uttarakhand Shramik Health Scheme. Delegates from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh signalled interest in adopting the framework in their own states.
The initiative deploys mobile medical units that deliver screening, consultation and referral services directly at worksites, offering a scalable solution for worker health.
Dhami directed continuous monitoring of beneficiary coverage and eligibility verification at the district level, ensuring that remote‑area workers are not excluded from welfare entitlements.
Present at the event were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Welfare Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, along with senior officials from the Labour Department and the Welfare Board.
