Dehradun. The next phase of the ‘Mukhyamantri Yuva Vidyarthi Manthan’ initiative, aimed at amplifying youth voices in the state’s growth story, is set for September 18. On that day, Chief Minister Pushkar Singh Dhami will sit down with 140 hand‑picked students from every district to hear their blueprint for the Uttarakhand they envision.
Massive Turn‑out: Over 2.67 Lakh Young Voices Heard
Students from classes 11 and 12 across the state rallied around the question, “What should the Uttarakhand of my dreams look like?” A staggering 267,744 submissions poured in via the online portal, touching on themes such as education reform, job creation, tourism potential, environmental stewardship, migration trends, digital innovation, health services, and self‑employment opportunities.
A panel of subject‑matter experts sifted through the ideas and selected 140 participants whose proposals stood out for originality and impact. These students now have a direct line to the highest office in the state.
Beyond the CM: IAS Officers and Department Heads Join the Dialogue
In line with the Chief Minister’s directive, senior IAS officers and heads of key ministries—including Education, Health, Forest & Environment, Public Works, Tourism, Information Technology, Self‑Employment, and Women & Child Development—will convene with the student cohort prior to the CM meeting. Their role is to deepen the understanding of each suggestion and explore how it can be woven into existing policy frameworks.
- Education: Curriculum upgrades, skill‑based learning, and scholarship schemes.
- Employment: Creation of local startups, promotion of green jobs, and incentives for industries to set up in hill districts.
- Tourism & Environment: Sustainable trekking routes, eco‑friendly accommodation, and community‑led conservation projects.
- Health & Technology: Tele‑medicine expansion, digital health records, and smart‑city initiatives.
Scholarships Worth Up to ₹2 Lakh for Career Coaching
As a tangible reward for their insightful contributions, each of the 140 selected students will receive a scholarship of up to ₹2 lakh. The funds are earmarked for career counseling, competitive‑exam preparation, and skill‑development programs after Class 12, a promise made by CM Dhami during the campaign launch.

Chief Minister Dhami affirmed that the government will strive to translate the most practical and forward‑thinking proposals into actionable schemes. He emphasized that “young people’s imagination and energy are the engines that will drive Uttarakhand’s progress.”
